This is a Flap Position Indicator as used in the WWII-era Consolidated US Army Air Force B-24 Liberator Heavy Bomber (see 2 cockpit photos and photo from the B-24 Pilots Manual dated 1944) and the US Navy's PB4Y4 Privateer Patrol Bomber (see photo from Flight Manual dated 1945)

According to the Maintenance and Interchangeability Chart dated Feb 1945, the A 3 indicator was used in early versions of fighter P 47 Thunderbolt (see image of the P 47 instrument panel from its flight manual dated 1943) and transport C 46 Commando. It was also used in the fighter P 40F Warhawk
