the numerical scale rotates clockwise or counter-clockwise while the pointer remains stationary

so it very well could have appeared in a USMC aircraft

See photo from the B 47B Flight Manual showing the location of this instrument. It has date stamp of January 1951 and Boeing tamper evidence seals, as well as a BAC order number (Boeing Aircraft Corp). It is in exceptional condition given its age. The dial markings are clear and the glass and case are intact.
