Why? To have him impersonate one of the guards at the Tower of London, where the jewels are kept. There are a bevy of sordid characters running about in this slickly made Rialto Studios Edgar Wallace film, but perhaps the best is Klaus Kinski as a finger sucking killer who pulls the trigger without hesitation.
